Most laptops (if not all) come with a function key. You'll find one near the bottom left. The function key is labelled "Fn"
and usually stands out from the rest - either the "Fn" is in a
different color or the key as a whole. The function key works in
conjunction with other keys on the keyboard especially the ones in the
top row marked "F1" to "F12". The combination of function key with
these keys lets you perform various tasks quickly such as shutting the
screen, putting the computer in sleep mode, switching the wireless
connection on and off etc.
The issue is actually your touch-pad driver. Yes, this sounds weired,
while we all may think that a touch-pad has to work always, but this is
not exactly right. Some programs may not want to scroll, f. e. because
this is used for another function (like volume). Other programs need
certain commands to scroll right (like smooth scrolling).
Have you downloaded drivers for your touchpad from the
HP website? Maybe you will get less troubles with that if you got
drivers from the manufacturer.
You may check mouse/touchpad settings: Start > Control Panel >
Hardware and Sounds > Mouse > select the last tab (usually it
contains settings for a touchpad) > if you see there Settings button
click on it > look for a settings related to scrolling.
